About This Course

This course is only for the PWM workers in the PWM-Cleaning Sector.

WSQ Stakeholder Management (Level 3) is designed for Cleaning Supervisors who manage day-to-day cleaning operations across sites such as offices, malls, schools, healthcare and residential estates. In the cleaning industry, service quality is highly visible and often evaluated through stakeholder feedback and service recovery response. This course equips supervisors with practical competencies to manage stakeholder expectations while scheduling and supervising cleaning services.

 

Learners will gain job-ready skills to:

  • Keep stakeholders informed through a simple communication plan and structured updates
  • Organise resources and interpret work schedules/job instructions for daily deployment
  • Conduct effective pre-briefings to align the cleaning team on priorities and service standards
  • Adjust work arrangements to meet stakeholder requirements when needs change
  • Handle contingencies (e.g., complaints, urgent requests, manpower/equipment issues) in line with organisational procedures and relevant legal requirements, and
  • Apply monitoring, supervision and reporting practices to improve service consistency
  • The competencies gained support stronger on-site leadership and may contribute to job upgrading opportunities such as Senior Cleaning Supervisor / Site Supervisor / Operations Supervisor.

 

Level: Intermediate (designed for existing Cleaning Supervisors or team leaders progressing into supervisory responsibilities). Assessment: Role Play (table-top/verbal) and Oral Questioning (no written assessment).

 

What You’ll Learn

Participants will be able to:

  • Identify internal and external stakeholders in cleaning operations (e.g., cleaning team, operations, building management, client representatives, tenants/residents, security, suppliers)
  • Use suitable communication skills (verbal, non-verbal and digital/WhatsApp) to give clear instructions and confirm understanding
  • Implement a simple communication plan and provide structured stakeholder updates using Issue–Action–ETA
  • Prepare the required resources for cleaning service operations (manpower, equipment, chemicals/consumables and PPE)
  • Interpret work schedules and job instructions (areas, frequency, standards, time windows) to plan daily deployment and priorities
  • Conduct a short, structured pre-briefing in accordance with organisational procedures. – Explain the key components of a service operations plan (coverage, manpower deployment, quality checks and escalation)
  • Adjust work arrangements (manpower, timing, coverage and priorities) to meet stakeholder requirements while maintaining service standards
  • Apply relevant legal requirements (in practical cleaning context) when responding to service operations issues and incidents
  • Handle contingencies (e.g., manpower shortage, equipment breakdown, chemical spill, complaint escalation) in accordance with organisational procedures and relevant legal requirements
  • Apply organisational monitoring procedures and supervision/reporting plans (routine rounds, spot checks, daily updates and escalation)
  • Monitor stakeholder feedback and follow up to close issues and prevent repeat service problems.

LU1: Stakeholders & communication plan for cleaning operations

LU2: Resources, work schedules/job instructions, and pre-briefing

LU3: Service operations planning and adjusting work arrangements

LU4: Contingency handling and relevant legal requirements

LU5: Monitoring, supervision and reporting to stake

 

Minimum Entry Requirement

Assumed Skills and Knowledge

  • No formal qualification or education
  • Able to speak, listen, write, and read English with Numeracy skills at a minimum proficiency level of the Employability Skills System i.e., Workplace Literacy and Numeracy(WPLN) Level 2. Assumed Attitudes
  • Have knowledge on own work role and corresponding responsibilities.
  • Have knowledge of the cleaning agents used in performing cleaning activities.

 

Course Duration

Classroom duration: 8:30 AM to 5:30 PM

Assessment duration: 5:30 PM to 6:25 PM

 

Attendance & Assessment

Kindly note that you are required to achieve a minimum of 75% attendance and be certified competent in all the assessment components. Should you fail to meet the attendance/assessment requirements and/or terms and conditions of SSG’s funding, you will not be eligible for the course fee funding and will have to bear the full course fees.
