If you work in Singapore’s food and beverage industry, you may come across both Food Safety Course Level 1 and Food Safety Course Level 3.

Although both courses focus on food safety and hygiene, they are designed for different workplace responsibilities.

The simplest distinction is:

Food Safety Course Level 1 is for Food Handlers who handle and prepare food and beverages.

Food Safety Course Level 3 is for Food Hygiene Officers (FHOs) who supervise and oversee food safety and hygiene practices.

The Singapore Food Agency (SFA) requires all Food Handlers working in SFA-licensed retail and non-retail food establishments to attain WSQ Food Safety Course Level 1. Food Hygiene Officers are required to attain WSQ Food Safety Course Level 3.

The right course therefore depends on your actual job responsibilities, rather than simply choosing the higher course level.

What Is Food Safety Course Level 1?

WSQ Food Safety Course Level 1 (FSC Level 1) provides the essential food-safety knowledge and practical skills required by Food Handlers.

SFA defines a Food Handler as a person who handles and prepares food and beverages in an SFA-licensed food establishment.

This applies to Food Handlers working in both retail and non-retail establishments.

Examples include:

  • restaurants
  • hawker stalls
  • food stalls in canteens
  • food manufacturers
  • food-processing plants

SFA requires Food Handlers to attain FSC Level 1 before handling and preparing food in these establishments.

What Does Food Safety Level 1 Cover?

The course focuses on the practical fundamentals of safe food handling.

Assure Academy’s current FSC Level 1 programme covers areas including:

  • practising good personal hygiene
  • using safe ingredients
  • handling food safely
  • storing food safely
  • maintaining the cleanliness of equipment and premises

The objective is to help Food Handlers follow food-safety and hygiene procedures consistently in the workplace.

SFA’s standard FSC Level 1 training pathway consists of 6 hours of training and a 1.5-hour assessment. Participants who successfully complete the assessment receive a Statement of Attainment issued by SkillsFuture Singapore.

What Is Food Safety Course Level 3?

WSQ Food Safety Course Level 3 (FSC Level 3) is designed for Food Hygiene Officers.

The role of an FHO goes beyond personally following safe food-handling practices.

According to SFA, FHOs help owners and licensees oversee and improve hygiene and sanitation standards within food establishments. Between SFA inspections, they act as food-safety checkers and help rectify irregularities.

FHOs must be supervisory personnel. SFA provides examples such as:

  • chief chefs
  • sous chefs
  • restaurant managers
  • operations managers
  • supervisors

FHOs are required to attend and pass FSC Level 3 before they can be registered as certified Food Hygiene Officers.

What Does Food Safety Level 3 Cover?

FSC Level 3 equips FHOs with the knowledge and practical skills required to conduct checks on:

  • cleanliness
  • personal hygiene
  • food hygiene

Learners are also introduced to Pre-Requisite Programmes (PRPs) and Hazard Analysis and Critical Control Point (HACCP) principles.

This reflects the greater supervisory responsibility of an FHO.

Instead of focusing only on:

“Am I handling food safely?”

an FHO must also consider:

“Are food-safety and hygiene practices being followed properly across the establishment?”

SFA states that FSC Level 3 is a three-day programme with written and practical assessments.

Food Safety Level 1 vs Level 3: Training and Retraining Requirements

Another important difference between the two courses is how retraining works.

Requirement

Food Safety Level 1

Food Safety Level 3

Initial requirement

Food Handlers must attain FSC Level 1

FHOs must attain FSC Level 3

First retraining

Within 5 years of initially passing Level 1

Level 3 itself does not require renewal

Subsequent retraining

Within 10 years of the previous retraining

Applicable Level 1 or 2 retraining is required if the FHO continues handling food

Certification status

Ongoing retraining required

One-time FHO certification

For Food Handlers, SFA requires the first retraining within five years of initially passing FSC Level 1. Subsequent retraining must then be completed within 10 years of passing the previous retraining.

SFA currently recognises several training options for Food Handlers who need to meet retraining requirements, including:

  • FSC Level 1
  • FSC Level 1 Refresher
  • FSC Level 1 Assessment Only Pathway
  • FSC Level 2

The appropriate pathway depends on the individual’s circumstances and eligibility.

For FHOs, FSC Level 3 itself is a one-time certification.

However, an FHO who also performs Food Handler activities must attain FSC Level 1 or Level 2 within five years of passing Level 3, followed by the required food-handler retraining every 10 years if they continue handling food.

Does Food Safety Level 3 Replace Level 1?

No.

Level 1 and Level 3 certify different workplace competencies.

Level 1 relates to the ability to handle and prepare food safely.

Level 3 relates to the ability to perform the supervisory responsibilities of a Food Hygiene Officer.

For example, a restaurant supervisor may hold FSC Level 3 because the person is the appointed FHO. If that supervisor also handles or prepares food, the applicable Level 1 or Level 2 food-handler training and retraining requirements still apply.

Frequently Asked Questions

Is Food Safety Level 1 compulsory in Singapore?

Yes. All Food Handlers working in SFA-licensed retail and non-retail food establishments must attain WSQ Food Safety Course Level 1.

Who needs Food Safety Course Level 3?

FSC Level 3 is required for Food Hygiene Officers. FHOs must be supervisory personnel and must attain Level 3 before registration as certified FHOs.

Is Food Safety Level 3 higher than Level 1?

Level 3 involves greater supervisory responsibility, but the two courses are designed for different job functions. Level 1 focuses on safe food handling, while Level 3 focuses on overseeing food-safety and hygiene practices.

Can I take Food Safety Level 3 without Level 1?

SFA identifies Level 3 as the required certification for FHOs and does not state that Level 1 must first be completed as a prerequisite. However, an FHO who also handles food must attain Level 1 or Level 2 within five years of passing Level 3 and subsequently meet food-handler retraining requirements.

How often does Food Safety Level 1 require retraining?

The first retraining must be completed within five years of initially passing Level 1. Subsequent retraining must be completed within 10 years of passing the previous retraining.

Is Food Safety Level 3 a one-time certification?

Yes. Level 3 itself is a one-time FHO certification. FHOs who continue to handle food remain subject to the relevant Level 1 or Level 2 retraining requirements.
